Pixiv adds new censorship restrictions to comply with international laws

Pixiv announced changes to their content restriction policy, announcing that they will now apply to regions such as New Zealand, Australia, Canada, and the European Union (EU).

Pixiv and other sites which host adult content have been on the frontlines of recent pushes for censorship. Both payment processors and international lawmakers have been tightening their grip on what users are allowed to draw, view, or purchase.

Earlier this year, radical feminist group Collective Shout claimed victory after itch.io and Steam were forced to comply with the demands of payment processors including MasterCard, Visa, PayPal, and Stripe.

Sites like Pixiv and Patreon have been dealing with this for longer. Last year, Pixiv announced restrictions for US and UK customers and it seems more countries will be unable to fully interact with the site.

As of November 10th, 2025, pixiv will be updating the “Restrictions for Healthy Expression in Specific Countries and Regions” section of our Terms of Use to expand the list of applicable regions.

■ Details of the Revisions

  • The countries and regions listed above will be added to the scope of the “Restrictions for Healthy Expression in Specific Countries and Regions”.
  • Existing provisions, which were previously written separately by country or region, will be consolidated and rewritten for improved clarity.
  • A clause regarding the limitation of access to certain works in the applicable countries and regions will be added. Please note that this is already stated in our Guidelines, and this revision is to reflect it clearly in the Terms of Use as well. It is not intended to expand the scope of access restrictions in currently applicable regions.

In the meantime, users are encouraged to use VPNs and change their account’s region to Japan.
