Their kickstarter is coming to a close soon, but they’ve just crossed their $19,000 mark, meaning the game will get more dynamic content.

The game receiving more dynamic content means that there will be more random events happening within the city, like the example given of a bunch of people gathered around the body of a homeless man one day, while they could be attending a musical concert another day.
