Break Record is the enhanced 3DS port of Shin Megami Tensei: Devil Survivor 2, which was released onto the Nintendo DS in 2011. This new version deviates from the original by adding new characters and story elements, and by just plain looking better.
The box art seems to have been created at least in part to notify players of the original that the game really will be different. The box art for the original game featured the protagonist surrounded by all of the major characters. This cover has the protagonist framed by the Hotsuin siblings, Yamato and Miyako, the latter being one of the new characters added to the 3DS version of the game.

Devil Survivor 2: Break Record was initially supposed to be released in Japan in 2013 but, due to quality concerns, the game was pushed back to January 29, 2015. Nintendo is serious about its quality assurance.
